If Mrs.Henry was in the store while they were arguing, how come she didn't call the cops?

I've just read pages 1-25 in the book monster by:Walter Dean Myers.The first 24 pages is basicly about and boy name Steve Harmon who got arrested for a murder.It all started on July 4th , him and his friend was about to robb a store on 145th street in harlem.When they tried to robb the store the owner had a gun and was about to use it for defense.So,Steves friend wrestled with the owner to get the gun.Then, Steve shot the owner by accident and caused the man to die. I think that they shouldn't of never tried to robb the store and that they should of just left the store like nothing happen.
